Yes, Beamer supports playback of 4K video, but the video will be played as 1080p on Apple TV and Chromecast.
Both Apple TV and Chromecast can not play 4K movies natively. The output to the TV will always be limited to 1080p. This is also true for the 4th generation Apple TV, which is able to process 4K video, but the output will still be limited to 1080p.
Please be aware that you will need a modern Mac and a good network to play 4K movies, because encoding such movies requires both a lot of CPU and a lot of bandwidth because of the high bitrate, even after encoding to 1080p.
Android TV with support for 4K content over Google Cast are not yet supported.
